Manning BLAIRSTOWN, N.J. - Three male fugitives, who are known to rent rural, isolated houses directly from farmers, are being sought by the New Jersey State Police m connection with the murder of a state trooper. “We know that they have rented farmhouses in rural, Pennsylvania in the past and believe they are continuing to follow the practice,” according to Det. Richard Touw, of the New Jersey State Police. “These rentmgs have been traced to such places as Ger mansville in Lehigh County and Marshalls Creek in Monroe County.” The three fugitives are: Thomas William Manning, Richard Charles Williams and Raymond Luc Levasseur, all white males in their imd-30’s. Manning and Williams have been charged with the murder of N.J. State Trooper Philip Lamonaco on Dec. 21, 1981, and Levasseur is wanted GUTHRIESVILLE - "Non tarm neighbors need to be made aware of agriculture’s contribution to the community,” Keith Eckel, president of Pennsylvania Far mer’s Association told Chester/Delaware Farmer’s Association members and guests at their annual spring banquet at the fire Hall in Guthriesville. “The farmers in this country, less than 3% of the total population feed this nation plus a large part of the world’s population. We must help our neighbors recognize this interrelation between farm and city.” Farmer’s Association members also heard reports from the local Affairs, Advisory Councils, Legislative, Women’s and In surance Committees. “Farming must become profitable m the Pennsylvania area,” Eckel emphasized. “Transportation costs for moving food to market have increased. Production of food close to the market have increased. Production of food close to the market is becoming an economic necessity. “It is essential that the Farmer’s Association and PFA help farmers gam the tools to market their own products Farmers are experts in the production of food. Farmers can become just as proficient in marketing their products as they are m producing them, ” Eckel continued. Byron Hawthorne, Coatesville, Chairman of the Local Affairs Committee, reported that his committee had been evaluating the “Ag Districting” Act. Leon Wilkinson, Landenberg, N.J. State Police seek rural-renting fugitives for questioning in connection with „ the murder. Manning and Levasseur are also wanted by the FBI for bank robbery. All are heavily armed and considered extremely dangerous. Manning and Levasseur are married and may be with their wives and small children ranging m age between six months and nine years old. Manning is five feet, 10 mches, 150 lbs. brown hair, hazel eyes with fair complexion. He has a scar on his nose and pierced left ear. Numerous tattoos include heart with cross on upper right arm, shield with “Tom” and banner oh lower right arm, spade on back of left hand, rose with “Donna” on upper left arm and panther head on left forearm. Williams is six feet, 200 lbs., with brown hair and blue eyes. He has a scar on little finger of right hand and over right eyebrow with a. mole on cheek. PFA head addresses Chester/Delaware group He pointed out that the state legislators had been quite helpful and very responsive in considering legislation that could effect agricultural activities m Chester County. He mentioned labeling of imitation agricultural products and realistic labor regulations as two areas in which the assistance had been prompt. All use numerous fictitious identifications and a number of different names. Heavily armed, they are known to shoot target practice with both handguns and rifles. The fugitives are the subject of an intensive investigation by the New Jersey State Police through a special command post in Blair stown. Rewards are being offered for information leading to their arrest and conviction.
