"That assessment cost Eastern 1,000 members in 2 years,” Donovan observed. That trend has taken an about-face during the past two years as the cooperative has begun to realize a slow gain in numbers. “We've begun to reestablish our credibility in the farm com munity,” Donovan claimed, “but we haven’t convinced everyone yet.” One area that Donovan said may be hampering the cooperative’s membership growth may be its tough stand on antibiotics. "As of January l, our antibiotic program changed to encourage corrective action on the farm,” he said. Under the old policy, a far mer who was found to be a first offender in contaminating a truckload of milk due to negligence and antibiotics was excluded from shipping milk for 2 days and was penalized 1 day’s milk check. The rest of the penalty cost was paid by the cooperative unit. Under its new policy. Eastern requires a producer who suspects antibiotics in his bulk tank to check the load. If it tests positive, the producer is paid % the value of the tank, and there is no 2 day ex clusion or 1 day penalty. However, if the milk is shipped and con taminates a truckload before it is delected, the producer, on first offense, pays ‘/z the cost of the penalty for the ruined milk $2,500.
