If the gas tank leaks, it usually gets repaired sooner rather than later. If there is a gap m the fence and a valuable cow gets out, it is usually repaired before the loss of another valuable capital asset. Top soil is another valuable asset for a farmer. When the top soil flows onto the neighbor’s property, down into the creek or into the road, a land owner is losing a most valuable capital asset. When the top soil is gone, crop production falls which means less income for the farmer.
