    HARRISBURG The Penn
sylvania Department of En
vironmental Resources has
published a fact sheet explaining
methods of erosion and
sedimentation control for lan
downers and developers to use
during drought emergencies.
According to Walter N.
Peechatka, director of DEB’s
Bureau of Soil and Water Con
servation, valuable topsoil can be
lost to wind and water erosion,
even during a drought, and state
law requires that earthmovers
take steps to prevent erosion,
which can lead to water pollution.

fertilizer can get your corn crop
off to a super start:
It has a high concentration of water-soluble Phosphorus that
gets to young seedlings quickly. Helps plants establish a good '
root system—the starting point for top yields. Its quick-acting
and long-lasting Nitrogen team up to feed the young plants
for full yield potential, continually from sprouting to harvest.
This is the Starter Special that com growers know from good
experience. It’s highly effective as a banded starter. And it’s
SAFE... no chance of ammonia damage to tender, young
seedlings when used as a “pop up” and applied directly with
the seed at 50 lbs /acre.

DER sheet explains drought erosion control
Regulations adopted ui 1972
under the Clean Streams Law
require landowners to develop
erosion and sedimentation control
plans (E and S Plans) before
earthmoving is begun.
If the tract of land to be exposed
is larger than 25 acres, the lan
downer or developer must submit
the E and S Plan to the County
Conservation District, which then
will issue a permit for the ac
tivities. -
On tracts of land smaller than 25
acres, an E and S Plan must be

Revegetation of exposed soil was
considered when the Pennsylvania
Emergency Management Council
(PEMC) adopted regulations in
January, 1981, banning certain
nonessential uses of water in the
Delaware River Basin. PEMC
regulations allow the use of
freshwater for revegetation of
exposed soil where an E and S Plan
is required. However, only the
minimum rate necessary may be
used and only when adequate
supplies of other water sources are
not available.

According to Peechatka, while
revegetation is the best way to
prevent erosion, other methods
may be used during a drought
emergency. These include ap

of diversion ditches to direct runoff
and interceptor ditches, below
disturbed areas, to collect surface
