D2—Lancaster Faradnc, Saturday, December 20,1980 Grangers oppose Ag Department proposal HARRISBURG - The Pennsylvania State Grange voiced opposition to the new regulations covering the administration of the Clean and Green Act, at a hearing held in Harrisburg last week. David Weinstock, The Grange’s Public Relations Director, told officials of the State Agriculture Depart ment of his organization’s opposition to their plan to require owners of forest reserve land to have an implemented forest management plan in order to get a preferential assessment. “We oppose this measure because the regulations are attempting to expand the scope of the law, and in doing so, bypassing the Legislature,” Weinstock said, “Grange policy op poses regulations con tradicting the intent of the Leg'slation they cover. A forest management plan is in no way mentioned in the act, nor in any of the sub sequent amending legislation.” He qualified his statements saying his ¥ | Peaceful as a | snowy landscape, lively as a playful fawn is the I Christmas we wish for you. Weinstock also suggested that if legislation were of fered, the Agriculture Stabilization and Con servation Service s Tiber Stand Improvement cost shanng practice be ap proved as a forest management plan. Commenting on another section of the regulations, Weinstock noted that soil classifications were required for those lands included under agricultural reserves. This “blatantly con tradicts the purpose of the legislation,” he said. The definition for agricultural reserves “requires only that the land : ASTER L H Brubaker, Inc Ph 397-5179 P Lebzelter & Son Ph 299-3794 MECHANICS GROVE Grumelli Farm Service Ph 786-7318 MOUNTVILLE R S Hollmger S Son Ph 285-4538 be non-commercial open space used for outdoor recreation, and that it is available for public use, free of charge.” Citing these requirements as going beyond the intent of the law, Wemstock called for the repeal of the soil classification requirement for agricultural reserve land BALANCED DESIGN ELECTRIC POWER SYSTEM Designed and Manufactured by, MARTIN MACHINERY For Emergency or Prime Power 1 to 1000 KW BALANCED DESIGN to Give You Peak Performance • FARM • INDUSTRIAL * COMMERCIAL • RESIDENTIAL • Choice of the Following: * Governors: Mechanical, hydraulic, or electronic to 3 A% regulation * Windings: Single phase only or combination multiphase windings * Voltage Regulators: Transformer or Solid State regulation to 2% * Engines: New or Rebuilt * Engine Brand: White, Detroit, Cummins, Ford, Chrysler, Cat, Perkins, Allis Chalmers, John Deere, & others. * Fuel: L.P.
