The purpose of the USDA, seminar was to provide a detailed study and discussion of the federal legislative and ad ministrative decision making process. Participants attended a November 1,1980.12 percent weighed less than 70 pounds, 21 percent weighed 70-79 pounds, 26 percent weighed 80-89 pounds, 21 percent weighed 90-99 pounds, 20 percent weighed 100 pounds or more feed variety of programs outlining the decision making processes and givmg direction on how decision making can be influenced. Discussions ranged from presentations on legislation and regulations to panel discussions, including a presentation on “Effective Lobbying”. Ruth Kobell, National Farmers Unon Legislative Assistant, was among the panelists. Farmers Umon was one of 20 organizations asked by the Department of Agriculture to suggest participants for the con ference.
