for USDA
HARRISBURG - In
dividuals across the United
States voiced a general
support of existing, volun
tary USDA programs,
reports a spokesman for the
Soil Conservation Service, a
branch of the U.S. Depart
ment of Agriculture.
Through the Resources
Conservation Act, more than
118,000 persons provided
over one and one-half million
comments on USDA
programs. It gave the pubhc
an opportunity to voice their
opinions on the future
programs of the U.S.
Department of Agriculture,
said the spokesman.
I' According to the
responses, Americans highly
value the Nation’s soil,
water, and related
resources. Respondents
voiced a strong concern
about the capacity of the
Nation’s resources to meet
future needs.

programs and for a program
of cross compliance. Cross
compliance would mean that
farmers would have to
participate in a full con
servation program to
receive other USDA
programs such as crop
subsidies and low interest
loans.
The report revealed the
pubhc generally believed
that the existing programs of
USDA are effective although
agencies .could do an even
better job with more fun
ding. The pubhc also said
agencies could provide more
technical assistance if the
programs were more ef
ficient.
Strong support was voiced
for a positive export policy
and a need for a good farm
energy conservation
program. Respondents

were expressed as the
proper role for grovemment
in natual resource con
servation. Strong objections
were made to government
regulation.
Of the 118,000 responses
received, nearly 75 percent
came from individuals.
Greatest response was
from the South. The more
densely populated Northeast
had the smallest portion of
responses. Approximately 25
percent of the responses
came from - farmers and
ranchers with an equal share
coming from employes of
federal, state, and local
governments.
