The award winner assisted m developing cultural ex change programs, including international farm youth exchanges. She encouraged both MAE D. BLEILER JARED K. TYSON CARROLL L. HOWES leaders and 4-H members to attend special training workshops at county, regional, and state levels. At these meetings, participants evaluate ideas for in corporation into the county 4-H program. Miss Bleiler worked with the Berks County 4-H public relations committee in developing a 4-H publicity poster and speakers bureau. She also helped develop a regional program to give teenagers additional training in public speaking. She served as advisor to the Pennsylvania 4-H Leadership Congress, was a member of the State 4-H Capital Days planning committee, served as a staff member at National 4-H Congress in Chicago, and chaired the southeast 4-H program planning com mittee. Miss Bleiler is president of the Pennsylvania Association of 4-H and Youth Workers and is a member of the National Association of Extension Home Economists, American Home Economics Association, Pennsylvania Home Economics Association, and Kappa Omicron Phi society. A member of the Penn State 4-H staff since 1956, Carroll L. Howes assisted in developing the state 4-H livestock program and numerous statewide youth events including State 4-H Capital Days, Pennsylvania 4-H Leadership Congress, and State 4-H Achievement Days. He serves as National 4-H Congress and National 4- H Awards coordinator. Howes was instrumental m establishing the County 4- H Reporters program in the state. This program mvolves training young adults in communications to help promote 4-H in their county and region and provide a more positive awareness of the 4-H program The youth program director has been involved in the development of com pel.u. events and curriculum programming for teen leaders. Howes works closely with livestock specialists in developing educational youth publications and curnculums and helps organize regional and state training sessions for Ex tension agents. He also helped establish the Bob Evans quarter Horse Award Program for Pennsylvania and assisted in developing the National 4-H Horse Roundup In 1973, he was chairman of the Nor theastern States Teen Agribusiness Conference
