P22—Lancaster Farming, Saturday, May 24,1980 Western Pa. milk order changes to be voted on CORAOPOLIS - Under a U.S. Department of Agriculture final decision. payment, pooling, and other provisions of the Eastern Ohio-Western Pennsylvania federal milk marketing order would be changed. Herbert L. Forest, dairy official with USDA’s Agricultural Marketing Service, said the amended order still must be approved by at least two-thirds of the market’s dairy farmers if the order, as changed, is to go into effect. Producers will vote in a referendum to determine approval. Forest said this final decision is virtually the same as the recomended decision published in the March 20 Federal Register. The proposed amendments are based on a pubhc hearing held in Coraopohs, Pa. last August. One major change in the present order provisions would be that the advertising and promotion assessment would be based on the average price that handlers pay farmers for their milk instead of the fixed rate now provided. The change was designed to keep pace with the constantly increasing cost of operating the program. Another major change in payment procedures is to eliminate the requirement that the market ad ministrator collect all handler obligations and then pay producers. This unposes an added cash flow burden on handlers buying milk directly from producers. Not recommended was a proposal that would have eliminated the market ad ministrator paying cooperatives directly. Forest said that the current procedure, in effect since October 1978, had corrected a serious deliquency problem with handler payments to cooperatives and should be continued.
