Schultz, announced the plan before a House Small Subcommittee. Schultz said the Fed had determined that farmers and small businessmen were par ticularly hard-hit by high interest rates. To qualify for the newly available funds, banks must have a total assets of less than SIOG-million and show a loan-to-deposit ratio of at least 68 percent.
