Acting chief named in health division WASHINGTON, D.C. - James 0. Lee, Jr., js the acting administrator of the U.S. Department of Agriculture’s Animal and Plant Health Inspection Service, Assistant Agriculture Secretary Bobby Smith announced Monday. At the same time, Lee was promoted to permanent associate administrator of the agency. Smith, who is in charge of the USDA’s transportation and marketing services, also announced that Harvey L. Ford Jr., moved up on March 2 to replace Lee as deputy administrator for plant protection and quarantine programs. Lee will serve as acting administrator of the agency until a new administrator is appointed to replace Francis J. Mulhern, who has retired. Smith said Lee will be the full-time associate ad ministrator for the agency. Since joining the USDA in 1966, Lee has held various positions in plant protection programs. Before that, he worked for the En vironmental Protection Agency and as an animal biologist with the U.S. Department of Intenor. He is a native of Cadiz, Ohio, and holds several degrees in biology and chemistry. Ford was assistant deputy administrator for national programs in Washington, D.C., and was the south western regional director of plant protection and quarantine programs at Gulfport, Miss.
