Besides, Mrs. Honaman pointed out, other countries, notably Japan and OPEC nations, have rather strict rules governing the pur chase of their land by out siders. Another point she brought up was that non-residents who realize a capital gam from the sale of landholdings pay a much lower capital gains tax on their profits, a tax quirk that could lead to speculative abuses.
