Ag official predicts further environmental progress
WASHINGTON, D.C. -
The environmental
momentum of the past
decade will provide the
impetus needed to meet the
new environmental
problems of the 1980 s,
Assistant Secretary of
Agriculture M. Rupert
Cutler said last Thursday
during ceremonies marking
the 10th anniversary of the
signing of the National
Environmental Policy Act.
“We are not here to mourn
the passmg of the ‘En
vironmental Seventies’ that
began with NEPA but rather
to celebrate the beginning of
the ‘Action Eighties,’”
Cutler said “The decade

NEPA, Cutler said, is
generally regarded as the
smgle most important piece
of environmental legislation
ever enacted and forms the
“cutting edge” of the citizen
sponsored environmental
reform movement.
“Although NEPA is now
ten years old,” Cutler said,
“we have only begun to
address it fully and build
upon its foundation. It is a
law which declared
sweeping environmental
policy where no such law
existed before.
“It requires that the
federal government predict
elects officers
and consider the en
vironmental consequences
of its actions. And it
established an en
vironmental policy coor
dinating body in the
Executive Office of the
President - the Council on
Environmental Quality.”
Cutler said what is par
ticularly notable about
NEPA is that “after 10 years
of implementation, the
creative innovative in
tentions of policymakers
have not been diluted or
deferred in the transition
from po'icy to practice. The
new environmental con
sciousness which NEPA

Cutler said NEPA’s major
impact on federal
policymaking is that “we are
making better decisions
because of this law,
decisions which weigh a
broader range of options -
which consider the en
vironmental
sequences as well as other
implications - and which are
more acceptable to the
American public.”
Cutler said the nation
continues to face many
environmental problems and
that future environmental
planning must be
imaginative and flexible
enough to meet the unex
pected. 1
