It is a law which declared sweeping environmental policy where no such law existed before. “It requires that the federal government predict elects officers and consider the en vironmental consequences of its actions. And it established an en vironmental policy coor dinating body in the Executive Office of the President - the Council on Environmental Quality.” Cutler said what is par ticularly notable about NEPA is that “after 10 years of implementation, the creative innovative in tentions of policymakers have not been diluted or deferred in the transition from po'icy to practice.
