Williams, Middletown; James Benfield, Sch wenksviQe; and Stephen B. Spencer, State College. Samuel B. Williams, of Dauphin County, received the 1979 Charles E. Cowan Memorial Award from the Association. Use award, “for leader ship contributing to die improvement and promotion of die Pennsylvania dairy industry,” was presented to Williams at the 109th annual meeting of die Pennsylvania Dairymen's Association. He received a plaque. The award winner was cited for developing an outstanding Jersey herd and for community, state, and international service. Reared in Philadelphia and Pittsburgh, he was graduated from Penn State was a major in dairy husbandry. He served as a DHIA supervisor in Clearfield County before purchasing his farm near Middletown in 1933 which is now operated by his son. According to Herbert C. He was named a-Master Farmer in 1988; Outstanding Grassland Farmer in 1984; and his herd won many awards for production and type. He served as president and director of die Dauphin County D9IA; president of the Dauphin County Ex tension Association; and was a school board director for 16 years. ' Williams also is a member of the Federal Land Bank; Penn State College of Agriculture Advisory Council; Pennsylvania Council of Farm Organizations; and Master Fanners Association. He was director of the Pennsylvania Jersey Cattle Club and Atlantic Breeders Cooperative; and has been in charge of the Jersey booth at the Fann Show for many years. Williams attended three World Dairy Conferences and World Jersey Bureau; visited the Island of Jersey; started a Jersey herd in Zanzibar; ddivered a plane load of bulls to Greece for the Heifer Project; and served as a Volunteer in Mission to Sri Lanka to improve the dairy industry. the Charles E. Spencer, ex tension dairy specialist at Penn State was the recipient of the Dairymen’s Association Cooperative Extension Service Award “for valuable and noteworthy contributions to the state’s dairy industry.” The award, a plaque and $lOO, %as presented to Spencer January 8 at the dairy association’s 109th annual meeting in Harrisburg as part of the 64thFarmShow. He is known throughout the United States for bis knowledge of milking management and milking systems.- _ The Penn State professor works closely with all major milking machine manufacturers to coor dinate, correct, and develop a program of better un derstanding among educators, dairymen, and service representatives to promote more uniform standards within the in dustry. Spencer formed a Penn State Milkers School several years ago.
