facing “a stiff battle in the
Senate, and our future
relations with the U.SJS.R.
cloudy if SALT doesn’t pass.
“The U.S has so little
manoeuverability; ” he
commented “It is at the
mercy of countries that have
little in common with us,
including our political views,
our religions, our customs.
They owe us nothing.”
He added that just last

of we Americans to accept
the idea of an energy
shortage, unusual weather
and that old partner
bureaucracy. This is a
strange aggregation, and
one not likely to produce
order or predictability,” he
summed up the situation.
Why not trade bushels of
wheat for barrels of oil, he
was asked.
This idea, that the U.S.
might play “the food OPEC
of the world” just isn’t
practical, Robbins stated.
“The locations are just not
right; the Middle East does

regulations in an area that
already is saturated with
paperwork but has produced
few solutions, Robbm con
cluded.
