10S— Lancaster Fanning, Saturday, June 23,1979 Agricultural zoning By DIETER KRIEG LANCASTER - If far mland is going to be protected, it should be done with sound reasoning and planning. A Lancaster Countian who has been much involved in zoning gave a few pointers earlier this year on how it might be done. “Prevent opposition,” are two words of advice John Keretzman gives early while declaring that farmland should be protected. He has the distinction of being Lancaster County’s only township zoning officer. He’s on duty in Salisbury Township and be takes his responsibilities seriously. Another suggestion from the zoning spokesman is that people involved in land-use planning familiarize themselves with literature that is available from the Lancaster County Planning Commission, and the Cooperative Extension Service. The LCPC has an extensive library on the subject, he added. By studying the subject first and becoming familiar with other plans and requirements, people can avoid later embarrassment as well as save time, the zoning officer said. He was one of several speakers at a meeting sponsored last Spring by the Lancaster County League of Women Voters. By knowing the facts early, and explaining them well, opposition might be kept to a minimum, or even avoided altogether, the zoning spokesman said. He noted that in his own township there was no op position to an agricultural district, although there was resistance to the concept of zoning as a whole since the Mennonite and Amish sects oppose regulation. Contrary to the rumors that circulate from time to time, Keretzman em phasizes that agricultural districts are legal. He says further that land should be recommended John Keretzman, a firm believer that farmland should be protected, explains how it’s done in Salisbury Township, Lancaster County, where he enforces the ' ordinance. farmed if farmers are ex pected to feed a growing population. Also, good soil should not be developed. Other considerations must also be kept in mind in a good zoning ordinance. The law requires that all types of zoning classes be provided for in an overall plan, Keretzman reminded. And agricultural zoning should work hand in hand with flood plain management and watersheds. It’s all being done in Salisbury Township, the lecturing zoning otncer pointed out. Salisbury Township is basically all agricultural land on a limestone plain where sinkholes are prevalent. With the for mation of a planning com mission in 1971, the township prepared to make arrangements for preser vation as well as future needs. A plan was required before actual zoning could take place. By early 1972, an ordinance was on the books Expanding The Wide World Of Ford Power ENGINE DISTRIBUTORS INC. \&\ Camden, NJ - 800-257-8102 or 609-3(55-8631 RBSBI Gambrills, MD - 301-987 4740 or 301-621-7554 (DC) yggrgj Some Ford engines are produced for Ford by other companies which Keretzmandescribes as “one of the best in Lan caster County.” The number one industry in Salisbury Township is fanning. Its greatest asset is agricultural land. The township zoning ordinance was written to preserve 65 per cent of its land for far ming. Provisions for some subdivisons were written into the law so that homes could be built for immediate family members.
