Prior to this, explains McDaniel, use at lower rates was considered illegal by the U.S. En vironmental Protection Agency (EPA). Since cer tain pest management practices require well-timed applications of small amounts of pesticides, these changes in the law should benefit such practices. Yet another change benefits pest control operators - those engaged in controlling pests in residences, restaurants, warehouses, and other such places. This change relieves these operators of the requirement of labeling containers of pesticides which they dilute to con centrations ready for use and take from job to job with them in containers other than sprayers. Before this change, the EPA considered those who diluted pesticides for later use to be producers of pesticides. This meant they were subject to stringent labeling rules for the service containers in which they carried their diluted chemicals. Other changes in the Act affect product registration procedure and are of less importance to pesticide users, notes McDaniel. Before the changes mentioned above become effective, the EPA must issue regulations or Between Easton & Bangor, take Stockertown exit off Rt. 33, go north on Lefever Road for/ 2 miles, cross over Kesslersville Road for approx. Another important point to remember is that provision for use against a pest not on the label is considered to be a user’s decision. The manufacturer may not suggest such use. The EPA considers this to be making a claim not on the label - something which is prohibited by law. This means that when a user exercises this option and is dissatisfied with the results, he has no legal recourse against the manufacturer.
