Based on the data gathered, Dataquest has concluded the world market for farm tractors will grow at a significantly reduced rate of 1.7 per cent per year bet ween 1977 and 1980, (one million units valued at nearly $lO billion) compared with an historical growth rate of 5.7 per cent per year between 1972 and 1977. Latin America is expected to have the highest growth rate (7 per cent per year) between now and 1980 although North America and Western Europe will be the largest unit markets during the forecastperiod. A full assessment of consumption based on production, imports, and exports is made of five major regions of the world. Every major producing country is discussed in detail with a discussion of historical trends and projections of unit tractor markets for each country and region to 1980. Railroad to run LANCASTER - The All Aboard Rail Road again is operating this Christmas Season with the proceeds to benefit the children at Christ’s Home, Paradise, Pa. WASHINGTON, D.C. - Foreign investors in U.S. farm land will have to report their agricultural holdings to the U.S. Department of Agriculture under provisions of the Agricultural Foreign Investment Disclosure Act of 1978. 538 679 521 509 4.2 4.5 3.7 3.7 539 Secretary of Agriculture Bob Bergland said recently the Department is drawing up regulations to im plement the Act. He asked the public to help in the process. Written comments must be received no later than Jan. 5; the regulations must be written by Jan. 12, 90 days after the law’s enactment. In addition, a public hearing was held at the department Dec. 14. The Act defines “foreign persons” and requires those who hold, acquire, or transfer interests in “agricultural land” to report their holdings to the Department. It also specifies reporting periods and the content of reports. The Act gives the secretary some regulatory discretion in the areas of enforcement and im plementation, including requiring additional in formation from foreign investors , beyond that specified in the act, defining “agricultural land”, and other areas related to compliance. In assessing reports, the secretary will look at the effects of foreign investment on family farms and rural communities and will periodically report his findings to the President, to Congress and to appropriate state departments of agriculture.
