decision easing import
restrictions last June.
Livestock producers, still
chafing about the June
action and the veto of the
Meat Import Act of 1978,
were further un-nerved
recently at rumors the
President may set a 1.6-
billion-pound level for
voluntary restraint
agreements for 1979,
Cattlemen, aware that the
White House Council on
Wage and Price Stability has
been urging the lifting of
Lancaster Farming, Saturday, December 23,1978
beef import quotas entirely,
are waiting to see whether
assurances last Summer by
President Carter and Vice
President Mondale will be
honored.
Mondale, in a speech at
Topeka, Kansas, on July 14,
declared that the Ad
ministration had rejected a
policy of totally open-ended
beef imports, such as the
Nixon White House had
allowed in 1972, 1973, and
1974.
Carter, himself, in a
speech at Columbia, Mo., on
Aug. 14, pledged that “I will
not permit any more ex
pansion in beef imports this
year. I will not permit
unrestricted beef imports

next year.” But, in a
Washington meeting with
cattle organization leaders.
Carter would not make a
commitment on policy for
1979, other than that it would
not be an open-door policy on
imports.
The new Congress is ex
pected to again pass a bill
placing meat import
restrictions on a coun
tercyclical basis, but it is
uncertain whether the new
law will be any more ac
ceptable than the vetoed
measure.
