Mondale, in a speech at Topeka, Kansas, on July 14, declared that the Ad ministration had rejected a policy of totally open-ended beef imports, such as the Nixon White House had allowed in 1972, 1973, and 1974. Carter, himself, in a speech at Columbia, Mo., on Aug. 14, pledged that “I will not permit any more ex pansion in beef imports this year.
