In addition to outright land
ownership, the bill would
apply to options and con
tracts to purchase land and
land leases of five years or
longer.
The bill would require
periodic assessments by the
Secretary of Agriculture of
trends in foreign farmland
ownership and the affects on
the American agricultural
system, the Nation’s
economy, and relations with
other countries. An initial
report would be made to the
President and Congress
within ten months after

Foreign investors who
violate reporting
requirements would be
subject to penalties of up to
Livestock dealer
WASHINGTON, D.C. -
Willard C. Dinger, a
livestock dealer and former
operator of Showalter’s
Livestock Exchange at
Duncansville, Pa., has been
suspended by the U.S.
Department of Agriculture
for 90 days for violating
financial and payment
requirements of the Packers
and Stockyards (P&S) Act.
He has also been placed
under a cease and desist
order. USDA packers and
stockyards officials said that
Dinger is not operating at
this time.
Dinger is registered with
USDA as a market agency
and dealer to buy and sell
livestock. He formerly
purchased livestock in the
Altoona area of Penn
sylvania, Maryland,
Virginia, and West Virginia.
Administrative Law Judge
Dorothes A. Baker
suspended Dinger’s
registration for 90 days,
starting July 27.
Judge Baker also ordered
Dmger to cease and desist
from issuing insufficient
funds checks or drafts in

1981 unless extended by
Congress.

pliance with the P4S Act. He
consented to the order and
waived oral hearing. He
neither admitted nor denied
the USDA charges filed
against him.
Dealers and market
agencies are required under
the P&S Act to pay promptly
for livestock, unless credit
has been arranged in ad
vance.
The U.S. Department of
Transportation’s Federal
Railroad Administration
predicts that 14.8 million
people will ride the upgraded
Northeast Railroad Corridor
when the project is complete
around 1981. This is an in
crease of 53 per cent over the
1977 ndership along the
corridor.
