138—Lancaster Famine, Saturday, August 12,1978 Grain storage program modified WASHINGTON, D.C. - The U.S. Department of Agriculture has changed its formula for determining eligibility of farmers to continue earning storage on any commodity in a “release status” from the farmer owned grain reserve program, according to Ray Fitzgerald, administrator of USDA’s Agricultural Stabilization and Con servation Service (ASCS). Release from the grain reserve is authorized when the national average market price for feed grains is at least 125 per cent of the current national loan rate and at least 140 pei cent for wheat. In this case, the grain is said to be in “release status.” Under previous rules, if the national average market price for a commodity stayed above the release level through the following month, storage earning stopped for all producers storing their commodity in the grain reserve.
