Bargaining bill up
WASHINGTON, D.C. -
Rep. B. F. Sisk (D. - Calif.)
has re-introduced his
proposal to amend and
strengthen the Agricultural
Fair Practices Act of 1968.
(The bill number is H.R.
3792.) According to his staff,
the bill is the same as last
year. One of the key
provisions of the proposal is
to make it a prohibited
practice "to refuse to
bargain in good faith with an
association of producers
producing under contract
which has been certified by
the Secretary of
Agriculture.”
The amendments would
set criteria for the Secretary
Energy bill
to use in certifying a
bargaining association.
Among the requirements is
that the association
represent at least 50 per cent
of the number of producers
of the commodity in a given
"major area” or represent
at least 50 per cent of the
volume of the commodity in
the major area. A major
area is defined as "... a
single state or an area of
production which is readily
identified by past practices
and which produces at least
25 per cent of the total
volume of a commodity in a
single state .. ”
(From UEP’s United
Voices.”)
introduced
processing and packaging,
crop drying, and irrigation.
It would also apply to those
activities related to plant
protection, processing, and
feed - stock requirements. It
would apply to both in
terstate and intrastate gas
supplies.
