Sisk (D. - Calif.) has re-introduced his proposal to amend and strengthen the Agricultural Fair Practices Act of 1968. (The bill number is H.R. 3792.) According to his staff, the bill is the same as last year. One of the key provisions of the proposal is to make it a prohibited practice "to refuse to bargain in good faith with an association of producers producing under contract which has been certified by the Secretary of Agriculture.” The amendments would set criteria for the Secretary Energy bill to use in certifying a bargaining association. Among the requirements is that the association represent at least 50 per cent of the number of producers of the commodity in a given "major area” or represent at least 50 per cent of the volume of the commodity in the major area.
