He pointed out that lime and chemical fertilizers were responsible for the development of agriculture Jm this country and that through the liming program provided by the U.S. government was the beginning of the Agricultural Stabilization and Con servation Service. In the early days of this country nine out of ten people were farmers. Today three out of one hundred are farmers but as Pennay quickly stated, “because of the technical advances, agriculture is still one of the leading industries of this nation.” Pennay pointed out that the early education leaders of this country were in strumental in developing agriculture.
