At 4- H Congress, they will take part in assemblies, discussion and interest groups, and recreational activities. Members participating in 4-H Congress are: Frances Dunn, Cheryl Wojtowicz, Ligia de la Borda, Kim Henry, Dawn Krapf, Janet Latshaw, Sandy Maley, Kim Osborne, Sandy Robinson, Amy Saha, Alison Scheib, Starr Hamilton, Michelle Colson, Bobby Ekdahl, David McAllister, Donald Nafziger, Wendy Davis, Kathie Snyder, Roseann Travaglini, Cindy Win ckelman, Robert Blumen thal, Roger Davidheiser, Freddie Keys, Dean Naf ziger, Allen Soulliard, Jonathan Weinstock, Barry Crews, David Darnell, Marjorie Pyle, Valerie Peoples and Janet Renner of the Chester County Ex tension Staff and Mrs. Robert Davis, a 4-H leader from Downingtown, will accompany the group as chaperones. “This year’s event will include four areas of leadership orientation and development,” said Valerie Peoples, Assistant Extension Home Economist. “A Leadership School for teen leaders, a State Leaders Forum for adult leaders, a Congress delegates workshop for 13 to 15 year olds, and camping training arc aspects of the program.** Selected teen leaden will attend a special school designed to increase skills to work effectively in planning and conducting county youth programs. Topics will in clude communications skills, undentanding social con cerns and group processes, and recreation. Leaders and Extension staff members will meet with College of Agriculture officials and participate in educational workshops in volving the understanding of leadership principles, working with groups, communications, and subject matter related to selected 4-H projects. Also scheduled during Congress will be two cam ping leadership programs: resident camping and “street” day-camping. Over 100 campers between the ages of 14 and 17 will be involved in this educational experience. Another county 4-H members, Janet Hutchison, of West Grove, has been named to serve as a Leadership Council representative. Janet, who attended last year’s Congress, will supervise programs activities along with 59 otner state members. Leadership Council delegates will arrive on the Penn State campus June 20 for two days of counceling and orientation to prepare them for their duties the remainder of the week. USDA will assume responsibility for inspecting meat and poultry plants operating in intrastate commerce in New York, it was announced last week. The action, which will affect 640 meat and poultry plants currently distributing products solely for use within the state, is being taken at the request of the state of New York under provisions of the Federal Meat Inspection Act and the Poultry Products Inspection Act. Under the provisions of the Acts, USDA is required to assume responsibility for inspecting intrastate meat or poultry plants in states which are unwilling or unable to conduct an in spection program that is equal to the federal program. New York’s meat in spection program was certified by USDA as equal to the federal program on Dec. 17, 1970; its poultry program was certified on Sept. 24, 1971. Officials of USDA’s Animal and Plant Health Inspection Service (APHIS), said that New program by Pearl Williams - Jones, singer, painist, and faculty member of Federal City College, Washington, D.C.; an Address by Dr. William M. Smith, professor of rural sociology at Penn State; and “Sing Out" of Greater Harrisburg, a young peoples group featuring heritage songs. York asked for federal in spection because it was unable to continue funding of its state inspection program. As part of the changeover, USOA will assume responsibility for certain registration, record-keeping and other compliance requirements which have been conducted by the state under cooperative agreements.
