APHIS officials added the livestock industry has promised its cooperation in educating producers to the new withdrawal period. DES is a synthetic hor mone used primarily on cattle and sheep to promote growth so animals reach slaughter weight more quickly at less cost. If not used according to label directions, DES can leave residues in slaughter animals; however, residues have been detected only in internal organs and not in muscle tissue. Federal law prohibits the marketing of meat from animals which have DES residues at the time of slaughter. Residue violations found by APHIS inspectors, when verified, are turned over to the Food and Drug Ad ministration (FDA) for possible legal action. Dr. Mulhern said the educational aspects of the certification program are important and will be stressed in preventing residue violations. He ex plained livestock producers will be constantly reminded of the precautions they must take when using DES. In addition, the certification program offers an en forcement tool which compliments existing sanctions. New regulations will provide that certificates showing proper withdrawal from DES must be presented to a federal inspector before slaughter. Marketing agencies or dealers may issue certification based on the certification from previous owners.
