He added that under the Senior Citizens Tax Relief Program established by the Democratic - controlled Leg islature three years ago, more than 450,000 senior citizens are now getting help in paying a large share of their local taxes, with funds totally provided from the State Lottery. "In 1973 Senior Citizens benefitting from the program received an average of 40 per cent of their local real estate taxes through these lottery funds. Not a cent came from the general budget,” Thiemann said. “And that program has now been expanded to help renters and widows as well as property owners.” He said a further significant benefit to senior citizens has been the statewide program of providing free municipal transit, also financed by the lottery. Under that program a total of 52.6 million free bus rides have been provided, Thiemann said. Drew Lewis Republican gubernatorial candidate Drew Lewis believes that senior citizens have been “hardest hit by inflation,” and that state programs for the elderly should therefore be “maintained, strengthened, and expanded.” In Philadelphia, John stown, Lancaster and elsewhere, Lewis has met with senior citizens, listening to their problems and of fering his ideas on how the state can help them. Lewis has urged the creation of a state Office for the Aging, to coordinate the various programs now scattered among numerous state agencies. Following is a summary of some of the statements on state help to senior citizens that Lewis has made during his campaign: “I favor continuing the state program of free mass transit for senior citizens in off-peak hours. "While there are questions as to the legal future of the state lottery, and while state lottery revenues continue to decline, I am committed to fully funding this program. If necessary, revenues from other sources will be found to enable our senior citizens to continue to move around freely.” “Our senior citizens should be looked upon as a resource, not a burden. Too often, however, the elderly are unable to obtain jobs, and must become dependent on others. Therefore, I have proposed a network of skill banks, where senior citizens could register their availability for part-time jobs they are skilled to handle. “In this way, the elderly can use their talents and feel wanted - and earn some money to help offset the crippling effects of in flations.” “I am in full support of the program sponsored by the Republican House to give senior citizens rebates on their property taxes and rent. This plan should be fully funded, to help ease the tax burden on a group that is pinched between fixed in comes and rising inflation. “Moreover, I support a uniform deduction at federal poverty levels from the state income tax, to ease the in come tax burden on all lower and middle income tax payers.” The Lottery U.S. Senator Hugh Scott (R-Pa.) has stated that he is “deeply gratified” over approval of his request for Senate hearings this session of Congress to forestall a threatened closing of the Sale at 12:00 Pennsylvania State Lottery and other state lotteries. The Senate Republican Leader said he has been advised by Senator John L. McClellan (D-Ark.), Chairman of the Sub committee on Criminal Laws and Procedures of the Senate Judiciary Committee, that lottery hearings have been scheduled for November 20 and 21. Senator Scott will be chairman for part of the hearings.
