Basically the issue is one of whether the committee structure and the parliamentary procedures of the House should be updated to meet modem needs. Early in the 93rd Congress a bi-partisan committee was formed to recommend specific changes. The recommendations of that committee became known as the Bolling proposal - named after the chairman RepT Richard Bolling (D- Missouri). However, many influential members of the majority party in the House were disturbed by the Bolling report. They felt that it represented a threat to their personal power in congressional deliberations and that it also broke up certain legislative alliances that wielded much power in getting bills passed. That caucus committee came up with a stripped down reform proposal that became known as the Hansen resolution after the caucus panel chairman Rep. Julia Butler Hansen (D- Washmgton). Essentially it was an attempt to introduce a minimum of House reforms while preserving most of the personal and organizational power held by present committee chairmen and outside pressure groups. Among other things, the Hansen “reforms” denied the minority party adequate investigatory, professional and clerical staff on the committees of the House. Imagine my surprise when a copy of a letter arrived in my office showing that the “great reformer,” himself, Ralph Nader, had written to the Speaker of the House endorsing the Hansen resolution rather than the Bolling resolution. Nader, who just a couple of years ago was telling America how essential congressional reform was for the Nation, LIVESTOCK came down on the side of partisan change rather than public interest change. In addition, Nader’s reasons for endorsement of the Hansen proposal amounted to an attack on the integrity of a congressional committee before that committee was even formed - hardly the attitude of a responsible reformer. Nader’s complaint was that the Bolling resolution proposed forming a Com mittee on Environment and Energy. In his letter to the Speaker, Nader wrote, “Under a rule of exclusive membership on major committees and without mandatory rotation, the fate of a consolidated energy committee will be domination by represen tatives of energy production interests who are con temptuous of the issues of public health, environmental protection, resource con servation, free competition and consumer protection that are intertwined with energy policy”. The response to that complaint must be - how could Mr. Nader possibly make such a statement without even knowing who the people serving on the committee would be?
