Mar. 2. 1974 Conservation Cost-Sharing Guidelines Are Announced Representatives of the agricultural agencies in Lancaster County met last Wednesday to develop and approve the Rural Environmental Conservation Program for the county. The group included representatives of Agricultural Stabilization & Conservation Service, Soil Conservation Service, Forest Service, Soil Conservation District and Cooperative Extension Service. R.E.C.P. is a national program to encourage conservation of soil and water resburces, by private farm and woodlot owners and operators. Practices approved apply to the three phases of the Rural Environmental Conservation Program: 1. Annual conservation practices 2. Long Term Agreements - Conservation practices ap proved and performed in accordance with a conservation plan approved by the -county Soil Conservation District. Agreements run from three to ten years. 3. Forestry Incentives Program - Provides cost-sharing to stimulate timber production. Practices approved for the county include: 1. Establishing permanent vegetative cover - To provide permanent cover on land that is subject to erosion and is being permanently removed from the regular crop rotation system. Improving a Stand of Trees • Improvement to increase production efficiency on sites suitable for the production of sawtimber and veneer logs. 6. Stripcropping - Establish a contour or' field strip cropping system to protect soil from wind or water erosion. 7. Constructing Terrace Systems - Establish terrace systems on cropland subject to erosion from .water runoff. 8. Diversions - Diversion terraces on farmland subject to erosion from excess surface or subsurface water runoff. 9. Streambank Stabilization - To prevent loss of farmland from streambank or lake shore erosion and prevent or reduce sediment pollution of water. 10. Permanent Wildlife Habitat - For farmland needing protection from erosion and which is suitably located and adapted to establishment of permanent wildlife habitat. 11. Sediment Retention Erosion or Water Control Struc tures • To prevent or reduce erosion and pollution of land or water by use of erosion control dams (excluding water storage type dams), desilting reservoirs, sediment basins, debris basins, or similar structures. 12. Sediment, Chemical or Wiiter Runoff Control Measures - To prevent or reduce erosion and pollution of water or land by use of vegetated filter strips, protective outlets, sod waterways, tree plantings, or permanent grass cover. The maximum cost-share to the farmer will be 75 percent of the average cost of the practice, not to exceed $2500 to any farmer in one year. Higher rates of cost-sharing (up to 80 percent of the cost) are authorized for low-income farmers. Farmers can enroll now at the ASCS Office for the annual program or the forestry incentive program. The program for long term agreements will open March 1 and close April 26. Applications for this program cannot be accepted unless the farmer has a complete farm plan with the Soil Conservation District. Interested farmers should contact the ASCS Office for practice details.
