USDA Sets Type 41 Tobacco Referendum Secretary of Agriculture Earl 1.. Butz has proclaimed marketing quotas for the 1974,1975 and 1976 crops of Penn sylvania cigar-filler (Type 41) tobacco and called a grower referendum for February 25-March 1. In the referendum, growers will decide by their votes whether marketing quotas will be in effect on the next three crops. Quotas have never been in effect for cigar-filler tobacco. Legislation provides that the Secretary of Agriculture shall proclaim marketing quotas during the last year of a three-year period for which growers of any kind of tobacco have disapproved marketing quotas. Quotas were proclaimed on the 1971,1972 and 1973 crops of Pennsylvania cigar-filler tobacco and were disapproved by growers voting in a referendum held in February 1971. The National acreage allotment for the 1974 crop of cigar filler tobacco was announced as 46,651 acres. There were 14,000 acres of cigar-filler tobacco grown in 1973. Notices showing the 1974 allotments for individual farms are being mailed to farm operators by local ASC Com mittees. Local Committees will mail to all known producers of cigar-filler tobacco ballots to be used in voting in the referendum. Any producer who does not receive a ballot may obtain one from the office of the locas ASC Committee.
