The dairy specialist developed new techniques to improve efficiency in production testing programs. Through his ef forts, Pennsylvania became the first state to adopt the Test Interval Method of calculating DHIA records, and the first state to provide the Alternate AM-PM Monthly Testing Program. The two new milk testing services were developed to save DHIA supervisors time and continue to maintain accurate records. Apportionments for FHA’s rural housing program were divided between single family dwellings and rural rental housing. The allocation of housing funds for low interest loans to low income families designated $8,050,000 to be used for loans to purchase and renovate existing dwellings and $7,000,000 for construction of new homes. $16,050,000 was provided for regular, full interest individual housing loans. Rental housing loan funds of $3,000,000 are divided so about two-thirds goes for units with subsidized rents, the remainder for units with regular rent payments. 29
