, rxtti mvmm* ■'iww'** USDA Regional Legal Office Established In Harrisburg The Harrisburg branch office of the Office of the General Counsel (OGC) of the U.S. Department of Agriculture (USDA) became a regional office responsible for the legal work for the Department in 13 north eastern states, USDA announced. The change was effective June 11. D. Charles Valsing, a native of Bradford, and attorney in charge of the Harrisburg branch office until he was named director of the Farmers Home Division of OGC in the Washington headquarters, returned to Harrisburg as regional attorney. David James Spader, who became attorney in charge of the Harrisburg branch office with Valsing’s transfer early in 1972, has been named assistant regional attorney. Valsing joined USDA as a general attorney in the Harrisburg office in September 1959. Earlier he was engaged in private practice of law in Bradford. A 1952 graduate of Swarthmore College, Pa., Valsing received the LL.B. degree from the University of Pennsylvania in 1955. He is a member of the McKean County, the Penn sylvania and the Federal Bar Associations and the American Judicature Society. He is ad mitted to practice before the U.S. Supreme Court and the Supreme Court of Pennsylvania. Spader, a native of Montour Falls, N.Y., joined the Harrisburg branch office of OGC as a legal assistant in 1966, when he graduated from Syracuse University College of Law.
