Butz Cites World Food Program “The World Food program has become a source of life and of renewed hope to millions of children and adults in the poorer countries of the world,” Secretary of Agriculture Earl L. Butz said last week on the tenth anniversary of the World Food program. This program is a multinational food assistance channel designed to relieve the tragedy of natural disasters and to stimulate economic and social development in less developed counntries. “The American people can take particular pride in this occasion,” Secretary Butz said. “It was an American economist attached to the Food and Agriculture Organization of the United Nations who con ceived how food aid could be made to work on a multinational basis.” “It was a U.S. proposal that helped launch the World Food program on a three-year ex perimental basis. “It was a U.S. offer to commit commodities and cash that laid the foundation for multinational support. “It has been the generosity and compassion of the American people, coupled with the wisdom of Congress, that has provided at least half of the food aid dispensed by the World Food program.” Twelve countries launched the World Food program and 29 countries contributed to it when it started in 1963. Today, the number of donor nations has expanded two-and-aJialf times and ten percent of all in ternational food aid now flows through the World Food program pipeline. A number of recipient nations have become con tributors to the program. “While we applaud this decade of progress, people in too many parts of the world are still struggling for enough food to survive,” Secretary Butz said. “There are lands where food assistance such as food stamps, in the American sense, would be the peak of luxury-and unem ployment compensation would be beyond conception. In any single year, the United States devotes far more resources to wiping out hunger and poverty within our own borders than the World Food program has had available for similar world-wide objectives during its total 10-year existence.
