The organization has served as a catalyst in implementing many important dairy industry pro grams. It was able to act as a clearing house for popular as well as conti oversial programs as progress in the dairy indus try dictated change “It is inevitable that a highly organized industry the size of the Pennsylvania dairy industry did in the past and will in the future encounter many differ ent opinions on any proposed changes or programs. However, jegardless of an individual or organizational stand on a speci fic problem or program, they have always felt at home discus sing the issues at PDA meet ings.
