February 21,1070-- acres and 30 3 per cent of the allotment, not to exceed the al lotment. Diversion payments for land taken out of production beyond the 303 per cent are based on 09 cents a bushel times the farm's yield Yield figures arc based on icports fiom the Pennsylvania Ci op Reporting Service. The feed grain program involv es corn, barley and sorghum. About 6,670 county farms grow corn, about 2,500 barley and S 3 sorghum. Overall, about 325 to 350 have been participating in the feed gram program. To participate, a farmer must take at least 20 per cent of his 1959-60 base acreage out of pro duction. The minimum diversion is 20 pei cent of the base and the max imum diversion is the largest of 25 acies or 50 per cent of the base, no r m exceed the total base Farms with a base of 25 acies or less eam diversion payment on the minimum and all farms on acreage diverted in excess of the minimum Price support pay ment is earned on planted feed grain, up to 50 per cent of the base. Miss Neel explained that if a farmer has a 15 acre feed grain allotment and wants to partici pate. he has to divert a mini mum of three acres or 20 per cent from production. He gets minimum diversion payments on this three acres; these minimum payments, for instance, are 308 cents a bushel for corn, using the yield rate. In addition, the farmer with the 15 acres would get price sup ports of 30 cents a bushel for up to 50 per cent of his base or 7 5 acres The farmer also is eligible for price support loans of $1.24 a bushel for all the corn grown. Similar programs are available foi barley and sorghum. The bar ley price support loan level is 89 cents. Crop Reporting Service rec ords show that average yield per acre in Lancaster County is 8? 7 bushels for corn, 63 2 for barley, and 51.1 for sorgum. Farms with a feed gram base over 25 acres, however, don’t get paid for the minimum diver sion. In the wheat program, the farmer also does not get paid for the* mandatory minimum diver sion, but this diversion is neces sary to become eligible for other benefits under the program The farmer who elects to di vert more than the minimum 20 percent of his feed grain allot ment becomes eligible for a higher late of payment on the portion of his allotment diverted beyond the 20 per cent The high er payment rate for corn, for instance, is 60 cents a bushel. Miss Neel said a large propor tion of county farmers use their own corn and don’t participate. Theie are about 110,000 base acies in the county eligible for the feed gram piogram Farmers enrolled m either the wheat or feed gram programs must maintain the conserving base established for the farm, and must plant within the appli cable base or allotment on all other farms in which they have an interest Diverted acreage must be elig ible cropland. No crop can be harvested and acreage cannot be pastured between March 31 and September 1 'lhsO(d'lvin&i ISil “Anybody who thinks fc word to the wise is sufficient isn’t doing the talking.” 29
