Throughout this Administra tion, the Department of High ways has cooperated closely with the Department of Forests and Waters and the Fish and Game Commissions in planning and building new highways without unnecessary destruc tion of any of our natural re sources. Recent disclosures that con struction of a pait of Interstate 80 through a icstored Clarion County strip mine area four years ago resulted in pollution of Beaver Creek make it im perative that this kind of disas ter be prevented in the future. I am certain that the agree ment will not only prevent stream pollution by acid mine drainage in the future but re sult in early correction of the existing situation. Major changes in operational procedures include: Close cooperation in plan ning and constructing highways through mining areas. An action program to pre vent and eliminate water pollu tion from acid mine drainage where highways already have been built. A new research program aimed at stream piotection where coal seams are currently exposed to highway traveleis. Specifically, the agreement, similar in content to those now in existence between the De partment of Highways and For ests and Waters and the Fish and Game Commission, calls for: 1. The Department of High ways will emphasize in its de sign standards specific requne ments suggested by Mines and Mineral Industries to assure maximum stream protection from acidity and water pollu tion. The Department of Mines will also furnish technical as sistance and appropriation re commendations. 2. Both Departments will co operate on suitable research pbo«e and corrective action prograr i to restore the natural environ ment and correct any existm J stream polution caused by pa'J highway construction. 3. The Mines and Mineral In dustries Department will con sider acquisition of lands along rights-of-way adjacent to cer tain highways for restoration programs to improve then* scenic vistas and recreational potential. 4. Mines and Mineral Indus tries personnel will attend all public hearings concering pio posed route locations to testify regarding reclamation, icstora tion and clean sti earns preset va tion activities. 5. The Department of High ways will keep the Mines and Mineral Industries Depaitment fully apprised of long-iange highway construction plans so as to achieve a closer woikmg relationship involving matters of conservation and prevention of stream pollution in known mining areas. 6. Highway engineers and mining peisonnel will meet this week to determine appropuate actions in the Beaver Creek aiea along Interstate 80 in Claiion County to control and/or eli minate stream contamination.
