These included homicide, assault, and forced sexual acts. On September 17, 1996 violence came to Penn State. Two University Park students, Melanie Spalla and Nick Mensa, fell prey to a sniper outside of the HUB building near Center Halls. In response to this tragic shooting incident, the University has put forth a proposal which they hope will better protect the students, faculty and staff in the future. This proposal deals with the arming of security guards at UP as well as other campuses in the CES system that have dormitories. This proposal is officially fairly new. However, it has been discussed within the University administration for several years. When questioned over the phone “about the requirements a security officer must meet to carry a handgun, Mr. David Stormer, Vice President of fety and Environment at UP, listed the following: 1) the person must be a trained police officer; 2) the person must be a staff employee of the Head of Security, Brian Finney, tickets an illegally parked car in the campus effort to enforce parking regulations. Security Corps has been very busy the last month writing all the parking tickets that security itself could not get to. And the Security Corps will “continue throughout Spring semester and into Fall semester. ~The Security Corps has been giving out over 100 parking tickets a week. Considering the ticket fines are either $5 or $8, that means a lot of money being filtered back into the Student Government Association. Because of the efforts by the Corps, many parking permits are being acquired by students and staff, who University; 3) the person must have a baccalaureate degree; 4) the person must be trained and authorized to carry a handgun. The policy behind the proposal is “being worked on by three executive officers of the University. Such items like who these security officers will report to, the Department of Safety and Environment or the CEO of the campus on which he or she works, and others of this nature have yet to be ironed out. The new Student Auxiliary. are not exempt trom parking tickets. Permits are still available in the Security Office, 116 Main. The permits are free. All one has to do is fill out the registration form. A car is then registered with security, and as long as students don’t park in spaces with yellow lines or handicapped spaces, you will not be ticketed. Parking at Penn State Delaware County Campus is not difficult. If this were main campus, one would be lucky to find a space within a 15 minute walk. Avoid getting tickets by registering vehicles and parking in the designated spots. If not, the Student Security Corps will be looking for your car next! PSU Proposes Arming Campus Guards Mr. Stormer was able to say that if a residential campus in the CES system feels the need to arm their security guards, the CEO of that campus will have to make a formal request to UP to do so. The proposal has sparked much controversey and concern. Many groups have voiced their opinions about the proposal already. It is scheduled to go before the Board of Trustees to be voted upon in April. to carry handguns? Yes During the day? During the night?
