Hundreds of thousands of lower and moderate income students have been directly affected by these cut-backs. 'Ultimate ly, one out of three will have their financial aid reduced as a result of these cuts. Student Social ' Security Benefits are being completely phased out over a four-year period. Some 250,000 students nationwide will be dropped from the Pell program (BEOG) ; and, 500,000 to 1 million students will be drop ped from the GSL program. In 1983, GSL could become totally needs based, eliminating moderate income students totally , from the pro gram. The Administration has proposed doubling the origination fee, requiring that students pay market interest rates while paying back their loans, and cutting graduate students out of the program entirely.
