Binns is an instructor in water safety and first aid for the American Bed Cross. He is co-chairman of the Pine Arts Festival for the Greater Hazleton Fine Arts Council,, and a represen tative on the Board of Direc tors for Penn State. Binns also holds member ship in the American College Union International. He is responsible for all. of the two-year schools in the coverage region. He is al so holding a seminar At a national convention in April. Binns is a member of the American College Personnel Association, the American Personnel and Guidance Asso ciation, and advisor to the President's Association of the Penns Mountain Council.
