4 / EDITORIAL CAPITAL TIMMS October 4, 1999 Parking fee is no choice Beginning next semester, every student, faculty and staff member must pay a fee to park their car on campus regardless of how far they must drive to get here, or how long they plan to stay once they arrive. This fee requiring at least $4O from commuting students, provides no alternatives for students and faculty. Sure, there is a bus that drives into campus, but that option is only feasible to those who live in the Harrisburg area. Students could also carpool, however they face the problem of finding someone with a similar schedule. It appears the university has found yet another way to relish in profits at the expense of their stake holders. Students and faculty have no choice but to pay the parking fee. Instituting such a fee assumes that parking on this campus is a privilege. However, since this is predominately a commuter college , one can hardly consider driving to PSH a privilege. Due to bureaucratic mandates such as the parking fee, apathy on this campus has developed into much more than an attitude problem. It is a direct result of the insane bureaucratic decisions of the Administration that seem to disregard the opinions of its faculty, students, and staff. Morale on this campus may never be a dead issue if Provost Leventhal and her colleagues continue to make decisions that place student and faculty' concerns at the bottom of the priority list. Policy needs revision At PSH, division and college-level tenure committees act as advisory panels to the provost. But what's the point of having an advising committee if the advice is totally ignored? Dr Parisi was unanimously recommended for tenure by the division committee and received the support of the college committee by a vote of six to one. Yet, he was denied tenure and left PSH for an assistant professorship at another university. Another tenure candidate, in last spring's crop, • was not recommended by the division or the college committee. Yet he still teaches on campus today. A faculty member said PSH's tenure system emulates the democratic system of checks and balances. But what checks the power of the provost if she has the final say? It may be appropriate for the provost to have the last say about carpeting in the auditorium or placement of the proposed library. But the current tenure system is highly subjective and, unfortunately, fraught with politics. It involves making decisions that are crucial to the quality of education and the careers of academic professionals. It's time for the University and the administration to make changes.
