ER 12, 1984 OCTO Behrend Instructor Receives Promotion by Thomas Milley C-SGT ROTC-PIO Behrend's Assistant Professor of Military Science, Captain Lawrence B. Hames was pro moted to the rank of Major on Wednesday, Oct. 3. The ceremony was held at noon in the Memorial Room of the Ad ministration Building. Lt. Col. Bernard E. Stalmann PMS at University Park presided at the ceremony which lasted approx imately 15 minutes. The ceremony consisted of the col onel's recitation from memory of Capt. Hames' accomplishments throughout his 11 year career, Sergeant Major Johnson's reading of the promotion order, and the pinning of the gold oak leaves which symbolize the rank of the Major. Major Hames was graduated and commissioned with -a- 8.5.- degree from The United States Military Academy at West Point, NY in June of 1973. His first assignment was to Ft. Campbell, KY during a difficult period because the army at the time was reorganizing and reconstructing itself from the Vietnam conflict. This three and one-half year period was especially demanding for Maj. Hames because he ac tively pursued and received a Masters degree in Public Ad ministration from the University of Kentucky entirely in his spare time. This doesn't show on the record though, and as the colonel noted, it makes the major's achievements very impressive. From 1977 to 1978, Maj. Hames attended the Field Ar tillery Officer Advanced Course at Ft. Sill, OK. In April of 1978, Maj. Hames left for Germany, where he spent three years and eight months. His first year there was spent as a Liason Officer. During the next 21 months his unit became nuclear capable under his direction as a Field Artillery Battery Com mander. When Major Pigott left Behrend in May of 1983, Maj. Hames assumed his position of Officer In Charge (OIC). Maj. Hames is both Airborne and Air Assault qualified, and has been decorated five times. In descending order of importance: The Meritorious Service Medal, The Army Commendation Medal, The National Defense Ribbon, The Army Service Ribbon, and The Overseas Service Ribbon. After the Order of Promotion was read, Lt. Col. Stalman and Behrend faculty member, Raymond Steinbacher, will give a lecture on Elven Language and Interpretation. The lecture, sponsored by the Science Fiction and Fantasy Society will contain a lesson on the transla tion of Elven (made famous by J.R.R. Tolkein's Middle Earth Sagas) into the English language. After the pinning, the major made a few remarks - to - the crowd; which consisted of Provost Lilley, Assistant Dean John Burke, and cadet well-wishers, many in full dress uniform. Maj. Hames an nounced that we many soon see a new instructor in the ROTC classroom, most likely by the start of Spring semester. He also remarked that we may have to ad just to the newcomer, since not all officers are like him. Indeed, Major Hames is a rather unique officer and instruc tor. Few officers can maintain the respect that is shown him. What Hames was referring to was his informal relation with his cadets. He realizes this is not a military institution and therefore has relaxed the traditional military customs such as the saluting him while in -uniform, which is re quired of cadets at other cam puses. In private, the major is the epitome of candor, and performs all matters of personal business with a sense of precision and direction. All cadets I have spoken to have nothing but nothing but respect for the man. While the effect of this promo tion may be analogous to Dr. Lilley's receiving the title of Pro vost last spring, with regard to the ROTC program, it has much more personal significance. -Dr. Lilley said "It's a title which means 'a high university official' and it hasn't had any effect on my life whatsoever." In contrast, a mffitary promotion means a change of paygrade, rank and an increase in personal responsibili ty. In the US Army, there are three categories of commissioned of ficers. The Junior Grade, which consists of 2nd. Lieutenant, Ist. Lieutenant, and Captain; The Field Grade, consisting of Major, Lt. Colonel, and Colonel; and The Flag Officers: Brigadier General, Major General, Lt. General, and General. "This was the first truly com petitive promotion for me," he -said. -The Junior Grade-rank-pro motions are made almost automatically, provided you have served the required time, and per formed well. As would be ex pected, the competition gets tougher the higher in rank you go. So Major Haines is over the first big hump, so to speak, in his career. In a private interview following the ceremony, Maj. Hames in formed me that he will be of ficially leaving Behrend at the conclusion of the Spring semester. The posi tion he will fill there is one of Field Artillery Branch Represen tative, and Instructor of Military . Tactics. He will take up this posi tion in July of 1985. Since his arrival here in 1982, there has been a greater emphasis placed on the quality of the cadets in the ROTC program. This em phasis has positively affected both the number of scholarship reci pients and the quality of opera- dons among the cadets. There are presently nine second year military science students on scholarship with one alternate. There is approximately the same number of -third year military . science students on scholarship. Operations is the responsibility of a fourth year military science stu dent, or cadet-officer. The quality of these - young - leaders has made - - operations during the last two years go over more smoothly and with increasingly less errors. Thus the influence of Major Hames, and his selection of highly capable students as operations of ficers has been a great boon to the ROTC program at Behrend. Last year the operations officer - -- was Lt. Jeffrey Catalfamo, and this year operations are being conducted by Co. Lt. Karl Slaughenhaupt. The im-_ provements in operations are highly attributable to the quality of the cadets ohnsen to fill th , -. positions, in addition to the cons tant guidance of Major Hames. A reflection of this improve ment is shown by the growth of- - the Behrend Ranger unit, which has grown from a handful two - years ago to 11 beret qualified — --- rangers last year, who are this year's chief cadet NCO's and in structors for a ranger unit of ap proximately 30 cadet MS I's and_ ll's.
