by Liz Hayes
news editor
Last Thursday. September 8.
President of the University Graham
Spanier delivered his
annual State of the
University Address
to the audience
gathered in the
Eisenhower
Auditorium in
University Park.
This fall marks the
sixth year of
Spanier's tenure at
his current position.
Early on in his
speech, while
enumerating the
strides the University
as whole has made
over the past year,
Spanier made
reference to
enrollment at the

"The increase in the
number of enrolled students at Penn
State is intentionally modest, in
keeping with our conservative
enrollment management plan. Most
of our increase is in upper-division
students at our Commonwealth
locations. Our campuses are
precisely following our plans to
expand selected baccalaureate
programs, [and] to enhance service
to Pennsylvania's communities."
Spanier also made brief reference to
Penn State Erie's physical growth
the past year and planned growth in
the future in the form of new
buildings.
Spanier then spoke of some of his
concerns for the University. One of
the largest he mentioned was the
"We" and "They" phenomenon that
frequently occurs within college
administration. "It is often the
dividing lines .. .: University Park
vs. the Commonwealth campuses,
tenured vs. untenured, haves vs.

students vs. administration. We and

does not think this is as great a
problem at Penn State, he does feel
that if such a trend continues it will
be extremely detrimental to the
"We must, I regret to say, continue
to plan for tuition increases that
adequately support the level of
quality worthy of the Penn State
name. I reiterate my philosophy that
quality must be put first, even if it
means tuition increases that exceed
inflation. In return, we pledge to
seek increased student aid to
mitigate the financial impact for our
students."

Spanier
also spoke
extensively on
the issue of
quality
education
versus a low-
quality
education. He
remarked on
his disturbance
at the fact that
he is more
often asked
about tuition
increases and
faculty
workloads than
he is about the
"quality and
competiveness
of
programs."

What is your opinion about

"I heard a little about this . . . I played sports in high
school. I had coaches throw clipboards at me . . .
it's not that big of a deal . . . He shouldn't have
gotten fired. If you play a sport it's easy to get
