Wednesday, April 18, 1990 To provide for the safety of members of the University community and its property, Penn State has set minimum standards of conduct for members of the community and for those seeking admission to that community. A preadmission review is required when facts suggest an applicant's behavior as a student may endanger the health and safety of University community members, jeopardize the property of the University or its members and visitors, or adversely affect the educational mission of the University. Many employees of the University have their backgrounds checked for criminal convictions prior to employment; the employment application specifically asks potential employees if they ever have been convicted of a crime other than a minor traffic violation. Conviction of a serious crime is grounds for immediate discharge of a University employee. Campus Facilities Penn State-Behrend facilities are well-maintained and their security given consistent attention in the interest of students, staff, and faculty. The Department of Police and Safety routinely records security and safety lapses and forwards that information to the appropriate administrative unit for review and correction. People have access to buildings for study, work, or teaching, but not unrelated functions. Therefore, only those who have demonstrated a need for them are isssued keys to a building. Landscaping and outdoor lighting on campus are designed for security, with the attempt to provide pedestrians peace of mind. Sidewalks are designed to provide well-traveled, lighted routes from parking areas to buildings and from building to building. Grounds keeping personnel trim shrubs from sidewalks, walkways, and building entrances to provide a well-lighted Toute to buildings. All campus walkways are inspected at least twice a year to ensure adequate lighting. Burned-out lights are promptly replaced. As needs are identified, new sidewalks are installed. New street lights and pedestrian walkway lights are added as new parking areas and walkways are developed or as roadways are changed and playing fields are relocated. Residence Halls Penn State-Behrend has 920 room assignments available to undergraduate students. Only residents and their invited guests are permitted in the living areas of the residence halls. It is the resident's responsibility to ensure that his or her guest is aware of the University and residence-hall policies. At Penn State-Behrend, men and women live in the same residence hall on separate sides of the building with a lobbby area in between. All residence halls are locked between midnight and 7 am. The women's side of each residence hall has a security door that remains locked twenty-four hours a day. A security night receptionist is stationed in the lobby from 8 pm to 4 am to monitor persons entering the hall. It is possible to change one's room assignment for a number of reasons, including medical need (with appropriate documentation), emergency (after discussion with the residence hall staff), and direct room exchange with a student of the same gender. Apartment living is also available to 288 upper-division students. Each apartment houses four students and has a private entrance which is secured by a dead bolt lock. Each residential area is supervised by a live-in professional staff member, and additionally staffed by undergraduate student resident assistants. All levels of staff are trained in their responsibilities. The Department of Police and Safety periodically provides additional training for staff members on safety and security measures. At the beginning of each semester, resident assistants discuss policies and procedures, including safety and security, with students living in the residence hall. Students have access to Policies and Rules for Students and Terms, Conditions, and Regulations of the Housing Contract, which describe various housing and security regulations and their enforcement. In addition, programs offered by residence hall staff throughout the year include "Personal Safety Tips," "Date Rape," and "Operation ID." These programs often are presented or cosponsored by the Department of Police and Safety. During low-occupancy periods, such as holidays and breaks, residents needing to stay on campus and who have obtained the proper permission are consolidated into a particular building and issued keys to that assigned building. All residence halls and apartment exterior doors are equipped with locks and with crash bars to ensure quick emergency exit, should the need arise. Rooms and apartments are equipped with dead bolt locks and all windows in student rooms can be locked.
