Penn State-Behrend College facilities are maintained in good operating condition. The security of academic and office buildings is given constant attention in the interest of students, staff and faculty. The Department of Police and Safety routinely records security and safety lapses and forwards that information to the appropriate administrative unit for review and correction if the officer was not able to immediately correct the problem. Personnel have access to the buildings for study, work or teaching activities, but not unrelated functions. To this end, those who have a need are issued keys to the exteriors of appropriate buildings, but the need must be demonstrated. Landscaping and outdoor lighting on the campus is designed with- consideration for security, and with the intent .of providing pedestrians peace of mind. Sidewalks are designed to provide well-traveled lighted routes from parking areas to buildings and from building to building. Grounds keeping personnel trim shrubs from sidewalks, walkways and building entrances to provide a well-lighted route to buildings. All campus walkways are inspected at least twice annually to ensure that there is an adequate level of lighting. Lights which burn out are promptly replaced. As needs are identified, new sidewalks are installed to provide adequate pedestrian routes. New street lights and pedestrian walkway lights are added as new parking and walk areas are developed or as roadways are changed and play fields are relocated. At Penn State - Behrend, room assignments are made on a first-come, first-served basis. The total number of living accommodations available to undergraduate students at Behrend is 920. Changes in room assignments are possible and are granted for a number of reasons such as: a.) Medical (with appropriate documentation) b.) Emergency (after discussion with residence hall staff) c.) Direct room exchange (mutually agreed-upon change of assignment with another student of the same sex) Only residents, their guests and appropriate personnel are permitted in the living areas of the resident halls. Upon report of an unescorted person in a residence to the Department of Police and Safety, an officer will be sent to identify that person. At Penn State - Behrend, men and women live in the same residence hall but on separate sides of the building with a lobby in between. All residence halls are locked daily between midnight and 7 A.M. The women's side of each residence hall has a security door that remains locked 24 hours a day. A security night receptionist is stationed in the lobby from 8 P.M. to 4 AM_ daily to monitor persons entering the hall. Apartment living is , also available to 288 upperclassmen. Each apartment houses four students and has a private entrance which is secured by a dead-bolt lock. • Each residential area is supervised by a live-in professional staff member, and additionally staffed by trained undergraduate students who are known as "resident assistants." All levels of staff are selected and trained regarding their responsibilities. The Department of Police and Safety periodically offer additional training for staff members on safety and security measures. At the beginning of each semester, the resident assistants discuss policies and procedures including those which pertain to safety and security with the residents of the residence hall. Students have access to "Policies and Rules for Students" and "Terms, Conditions and Regulations" of the housing contract, which describe various housing and security regulations and their enforcement. In addition, programs sponsored by residence hall staff throughout the year include "Personal Safety Tips," "Date Rape" and "Operation ID". These programs are often presented by or co-sponsored by the Department of Police and Safety. During low occupancy periods, such as over holidays, residents needing to stay on-campus and who have obtained the proper permission are consolidated into a particular building and issued special entrance door keys to gain, entry to that assigned building. All residence halls and apartment exterior doors are equipped with locks and all emergency exits have crash bars to insure egress. Individual residence hall rooms as well as the apartments are equipped with dead-bolt locks and all windows can be locked. During the summer months, when groups who are not regularly associated with Penn .State. a j_Wgcrsity,FepiAence halls, they _are usually assigned to the ariartmetit assigned individual keys.
