When several Democrats united in signing a minority report on the shipping bill, in which tney favor subsidies and oppose free Bhips, as the remedy, the opportunity for making a campaign issue of shipping question slipped from the grasp' of the Democratic party. The Ohio Democrats have decided to be good and toddle along in the Bryan column. The Ohio Demo crats usually do this when there is no chauoe to do otherwise. Hon. E. W. Wilson, West Virgin ia's former Democratio governor, has written an able paporin favor of the retention of the Philippines Mr. Wilson contends that he is still a Democrat, but nofta the less an American. He will have a splend id chance to engage in an argument with the Democratio leaders. As long as competent and patriotic leadership is unable to socura a fol lowing in the Democractio party, the voters will not be disposed to trust that organization with their interests. The Democrats in the House Com mittee on Merchant Marine and Fisheries have prepared two rejwrts on the shipping bill, one favoring subsidies and opposing free ships, and the other favoring free ships and opposing subsiding thus are the members of that party divided when it oouiet- to affirmation action. The important difference between the Democratio and Republican par ty is that the former promises and the latter performs. The Southern Democracy disfran. chises the negro, runs jim-crowcars on the railroads, taxes them with out giving them representation, lyn ches those whom it chooses to ac cuse, with out the formality of a trial, and yet holds up its hands in holy horror because they fear the Republicans are going to "oppress" the natives of Porto Uioo.
