This "fictitious" prosperity isbe ooming alarming to certain Demo cratic gentlemon. Februnry showed up a neat little surplus of $7,804,285. For the eight months of the fiscal year ending Februnry 31 the surplus of receipt over expenditures wns $37,674,785. With expnnoion and protection both gaining such a foothold in the Bouth, it may be neccessary for the Democrats to considerably qual ify the term "Solid" as heretofore applied to that section. How the Democratic) "statesman" would like to see a period of busi ness depression set in ! But thereis no fear of this, with a protective ta riff and a gold-standard measure up on the statute books. Scarcity of ooal in Germany is af fording another opportunity for an American product to supply the needs of a foreign market, and the "tariff wall" of protection does not atop our coal from getting to Eu rope. In less thnn four years the money in circulation in the United States has increased 33 per cent., not with standing the Domocratio assertions 1898 that no Increase in circulation could oocur without the adoption of free silver. Another Republican pledge to the people has been kept in "he signing of the gold-standard la w by the Pres ident. It fixes the standard of vol ne, and the maintaining at a parity with that standard, of all forms of money issued or coined by the Uui ted States. Although we can beat the world in manufacturing goods, and in quick and cheap transforation by land routes, we lack the fucilites for transporting our goods by water, to foreign buyers. We should be as Independent upou the sea as we are on the laud, and encourage Ameri can shipping. Notwithstanding extraordinary expenses in connection with the Philippine insurrection, the public debt of the United States under Re publican management is rapidly de creasing During the piping times of penue of the last Democratic free trade administration, the debt in creased in just about the same ratio as it ill now being reduced. The English wall paper trust, with a capital of $30,000,000. embra ces practically every manufactures in the freo-trade United Kingdom. It wns conceived lust September nnd born in March of this year. Who is its mother? Respectfully refer red to Mr. Ilnvetneyer, who Assert ed before the Industrial Commission that Protection is the mother of trusts. In the first seven months of the fiscal year the importations of for eign wool wore noarly two and one quarter million dollars less tlinn the corresponding months of last year, despite the inoreased price of that commodity. Protection seems to be offering American wool-growers a good opportunity to supply the American manufactures with the raw miterial needed. February's returns of exports and imports, as printed by the Treasury Department, show an increase of 8, 500,000 in imports and of 6,O0O,O('O in exports, as comparep with Febu ary 1898. Thus our foreign trade still cot, tin ilea to expand under a protective tariff. That, the "tariff tax" is not so much of A "burden" as the Democrats would have the people to believe, is evident from the fact that, out of 168,774,000 of imports, no loss than 931,000,000 were a mitted free of duty. A Fulfilled Pledge. The pledge of the Republican party with reference to money has been fill filled. The new currency law breaks the "endless chain," and at the same time establishes a sufficient guaranty fund in the Treasury to maintain at a gold value every dollar of currency In circulation in the United Htates whatever form its niny le. It ninket- the reserve fund of redemption of pa per money $1(50,000,000, instead of f 100,000,000, and authorizes the Mecre- tary of the Treasury to increase this reserve fund whenever it gets below $100,000,000, by exchanging the m- per currency thus redeemed for gold in the general fund, or by sale ol bonds if necessary to keep the reserve up to its proper figure. The fact tlut the notes redeemed cannot be use I agnin to meet deficiencies in the cur rent revenues, and only by exchange of gold, obviates the possibility of pumping the gold out of the Treas ury by the "endless chain" process which proved so disastrous a few years ago, while the fact that the law specifically names the dollar "25.8 grains gold, nine-tenths fine," as the unit of value, puts an end to any pos sible question as -to the value and ac ceptability of American money in any part of the world, and of the re lation of any one of our dollars to any other dollar. Two Englishmen who have recently sefiirert a method of producing water marks by means of electrolysis thus describe the process: In producing a disappearing and repeatedly revivable translucent wa ter mark In or on manufHctured paper we proceed as follows: upon a platin um sheet or plate forming the positive conducting surface we place a laver of absorbent material, such as blot ting paper, previously molHtened with water. On each material we place the paper which Is to receive the wa ter mark, the paper having been prev iously molBtened through with water. We then press, face downward, on the paper a platinum design of the water mark, and this design forms the neg ative electrode. We keep this neg ative electrode in contact with the pa per for from five to ten seconds, ac cording to the nature of the paper and the amount of electric current used. The result on remotal of the elec trode is a distinct and translucent Image of the deBlgn, which gradually fades as the paper dries, and Anally becomes invisible. The mark, how ever, can be revived and made visible as often as the paper is Immersed in water or moistened in any other wy." The Paper Mill. , Farmer's Fruit Cake.
