It may bo quite true., as one local minister remarked In a recent sermon, that not one tn five American citizens have ever read the Declaration of Inde pendence, and, judging from the number who listened to its reading; n the park, tin not care a great deal for it ; but that fact did not in the least interfere with the general noise and enthusiasm dis played In the observance of the 127th anniversary of Its signing In Reynolds vlllo. Even on the 3rd of July the Im patient youngsters began the celebra tion and from the break of dawn upon the Fourth until the coming of another day the streots resounded with the noise of celebration and the tramp of many puoplo come to spend the day tn town, At several places on the street Old Glory swung upon the breeze and the business houses were festooned with the national colors, A fair warm day without a threat of storm added to the pleasure of the crowd. Promptly at thq hour of ten gayly decorated carriages, wagons and Moats formed In line near Fourth street and moved down Mala street, across the Sandy Lick and through the western borough, returning and traversing the greater part of Main. A prize of $25.00 had beon offered to the order making best appearance In line and this was awarded the P. O. S. of A. Not for many years havo the local merchants and Industries taken so much Is tores t in preparing a display for parade. Many of the floats were handsomely decorated and in several instances heavy tnachlnory put on board to height en the effect. After the parade Rev. P. A. Reno, Dr. A. J. Meek and Hon. H. n. Elliott offered prayer, delivered an oration, and read the immortal Dec laration respectively, in Frank's Park, and the addresses were worthy a far largor audience than listened. At intervals throughout the after noon races were bold on Main street, and though several numbers were call ed off, those which took place were woll contested. The races and prize winners wore as follows : One hundrod yard dash, prize $5.00 i ORDINANCE. (NO. 80.) Soctlon 1. Simmons, Chief Burgoss. (No. 81.) An ordinance authorizing the open ing of Charles Street, or Eighth Streot, from its present northern termlnuB to Main street and the assessment of dam ages caused thereby and the grade of the same. Section 1. Be It ordained and enact ed by the town council of the borough of Reynoldsville in council assembled, and it Is hereby ordained and enacted by authority of the same, that Charles or Eighth street shall be opened to the uniform width of fifty (50) feet through the property now occupied by Lyman W. Scott, and others as the same now ap pears on plot or map of E. C. Sohultz's addition to said borough, recorded In deed book 25, page 520, commencing at the south or west side of the line of Main street to a point two hundred and sixty-four (2H4) feet from said South or west line of said Main st. to the present northern terminus of said Charles or 8th street, now opened, which northern terminus is about sixty-seven and one half (H7i) feet from the north or east tide of Jackson street, according to ac companying plan, which is made part hereof. The damages thereby and the REYNOLDSVILLE pair shoes, was won by Mr. Sutlcy. Fifty yard foot race for men over SO years of age, prize $5.30 pair shoes, won by George Tucker. In the three mile bicyclo race Joseph Laverick won first ptlzeand James King second prize. But the crowning event of tho dny, and the one which attracted tho most spectators, was the balloon asconsion by Prof. D. A. Darnell on the ball ground. About three o'clock the Immense bal loon was Inflated, tho guy ropes thrown off and without tho shadow of an acci dent the ii'ronaut rose gracefully to a height of twenty-Qve hundred feet above the gazing multitude. As he ascended Prof. Uarncll performed many thrilling acrobatic feats and when he had become a mere speck In tho sky, suddenly shot downward in his para chute, It opened and tho descent to terra flrma was leisurely made, the landing occurring not far from tho place of ascont. After the shadows of night had fallen Prof. Darnell made a second ascension but the success of the feat was somewhat marred so far as tho spectators were concerned, by an acci dent at the moment of ascent. It had been the intention of the ieronaut to carry up a quantity of spectacular fire works and set them olT high in air, but somehow when the balloon wont up the fire-works stayed below and tho pyro technical effect was limited to two blazing lights. No parachute descent was made in the evening and tho bal loon descended near the 13., 11. ti V. R'y station. With the exception of the dance in Frank's Park, this closed tho oilloiitl program, but throughout the evening the sky was aglow with the light of numerous rockets and toy balloons and in tho big tent upon tho ball field a large crowd listened to the patriotic play of "Gettysburg." . Altogothor it was a grand and glorious Fourth aud wbethor it was all In honor of Ameri can Independence or just for tho sake of a holiday, tho fact romains that tho poople in genoral had a good timo, damages caused by tho grado thoroof and tho benefits to pay the same to be assessed and collected in accordance with tho provisions of tho Acts of As sembly of the Commonwealth of Penn sylvania relating theroto and regulating the same. Section 2. That any ordinanco or part of ordinance conlllctlng with the provisions of this ordinanco be and the same Is hereby repealed so far as the same affects this ordinance.
