Acoording to an act passed by tho last session of tho Pennsylvania Legislature, on and aftor January 1st, 1902, it will bo unlawful for cousins to bo joined in marrlace. The act. reads thusly: "Bo it enacted that from the first day of Jan nary, 1002, it shall be unlawful for any male person and fomalo person who are of the kin of tho degroo of first cousins to be joined In marriage. All marrlugos contracted in violation of tho provisions of this act are declared void." We do not hoar as much of It at prosent as a few years ago, for the board of trade is in somewhat of a lethargy now, but thon it was a fre quent oeourenoe for some such rumor, coupled usually with the words that "Eastern capitalists" were bohlnd the Boheme. Long have we dreamed of th.s days when "capitalists" would take us up and lavish their wealth upon us, build In dustries, construct trolley roads and make our town a oity. We have dreamed long enough In fact to know bottor.There Is no apodal reason why moniod olti.ons of the east should come to this particu lar town and Invost their cash. Thoy may, and will, come when we give them enough cash to build a plant, a plant we might build ourselves for the same amount and keep all profits at homo. But we Beem to have no confidence In our townsmen; no one but a "capitalist" from the east seems to command enough of our confidence to handle our cash in erecting public improvements. But wo have had experience enough to know that not every reputed "capitalist" is a man of weultb. Capitalists there are, and grand promoters also, and we are far more likely to run onto one of the latter than the former. Why then will we continue to dream of the city man of wealth. Tho band of roving horse traders who have been camping In tho east end of town for somo timo past may not inspire very high thoughts of the romance) and beauty of a wandeilng gypsy life. But these people are by no means true rep resentatives of the genuine race of gypsies, once far more numerous than now, but they at least remind us of them, and a little of their legendary history may be of Interest. Tho tale ol tho gypsies Is that of tho most mysterious race in tho world. Dark skinned and vivacious, untram meled with tho cares of tho world, they llvo and wander, wander eternally, for it is In their blood nnd they cannot bo still. Tho real gypsies ot history wore not a nondescript collection of people) from all nations, but were a distinct race, or branch of somo race. Tho languago thoy spoko was not tho garblo of many tongues but one distinct language, re sembling In many ways tho spoken lan guage of tho Tndias. Where thoy came from no man knows, or will know, for thoy know not themselves. Hut tho supposition is that tho race originated in India and from there spread Itself over all tho world, in klnns and tribes wandering hither and thither, their habits unchanged wherever they went. In all countries thoy are regarded alike: tho Hutch called thorn "Heathen;" tho Arabs, not tho highest In honor them selves, called them "Villains. Once they had been devoted followers of Christ, but under tho persecut ion of Mohamme dans thoy had renounced tho crucified Lord and become followers of tho Pro phot. Overoomo with remorse for their deed, thoy had journeyed from Egypt, to the Popo at Home to beg forgive ness. Tho Pope mercifully forgavo them, but pronounced a penance upon thorn of Bevon years of ponitential wan dering upon the face of tho earth. Tho hearts of tho Innocent Germans wore touched, they extended tholr sympathy and permission to camp near tho town. Thoy woro Interested in them, and. soon bocamo more so, for wo read that that evening "mystorlous disappearances ot poultry, eggs, silver and purses alarm ed the honest burghers. They could hardly bellove that thoso courteous penitents, seeking for holiness wore also thiovos. Soon all doubt was re moved; but whilo they pondered what to do, dogs, dukes, babies and donkeys vanlshod in the night." In the year Europe was literally ovor run with tho swarthy gypsies. Always thoy claimed to be penitents, always thoy lied, Btole and vanished. It is doubtful whether thoy have any rollglon at all: cortainly it is not Christianity. Letter to Geo. The West, Branch Valloy railroad has furnished many snake stories this sum mer, but tho boss snake yarn comes from tho Dismal Swamp, 12 miles from Kar than. The outcome was the death of Grant Wilklns, a negro about 3" years old. Wilklns was In the swamp seeking shingle timber. Hecoming tired and hun gry it is supposed, ho sat down by a big juniper tree to take his midday meal and foil asleep. When found Wilklns was dead, and his limbs gaveevidenee of con vulsions. By his side was a beer bottle and sardine box. A D-foot section of a live black snake was hanging from tho dead man's mouth. Half as much more was inside. It was a hard pull for two men to extract the reptile, which was killed with a club. It is supposed that Wilklns slept with his mouth open and tho snake crawled In to Investigate the hole.
